When: Thursday, December 15, 2022, 3:00 am – 2:30 pm

Construction Zone: The channel near the southeast corner of 40th Avenue and Jefferson Street. Near the old pond area in Sun City Shadow Hills.

What to expect: A bit of noise as equipment move around the area. What: Sukut Construction will be pouring concrete at the North Channel at 7:00am. The crew will be onsite between 6:00am – 6:30am.

When: Monday, October 31, 2022, 6:00 am

Construction Zone: The channel near the Southeast corner of 40th Avenue and Jefferson Street. Near the old pond area in Sun City Shadow Hills.

What to expect: Moderate noise emitted from machinery. CVWD and Sukut Construction (Sukut) understand the concerns with dust caused by high winds in North Indio where the North Indio Flood Control Project – phase 2 (Project) is under construction. Sukut can control dust and any associated air pollution within the project footprint by following applicable laws, rules, and regulations of the governmental entities having jurisdiction (City, State, etc.) as outlined in the contract documents.

The Air Quality Management District has inspected the construction site on March 18, March 28, April 11, and May 26 and did not find any violations causing dust related to construction activity.

Many communities in the valley are surrounded by undeveloped desert including North Indio and are susceptible to dust and sand accumulation from the season’s unusual high winds.

Here are the actions being done to minimize dust from construction activities, which also meet contract requirements:

• Watering dirt piles associated with construction.
• Applying a soil binder to stockpiles of dirt.
• Watering dirt on trucks before they leave for transportation.
• Sweeping and vacuuming sand from the roads near constructions sites even if caused by wind from undeveloped land.

CVWD and its contractors will continue to minimize dust associated with construction activities but are not responsible for dust coming from undeveloped land. We thank everyone for their patience during this important project.

The CVWD North Basin project and the CVWD Avenue 40 storm drain projects are requiring a massive number of 18-wheel double-dump trucks to haul away the excavated dirt. The trucks use Avenue 40 both east and westbound and travel fully loaded at high speeds passing all Avenue 40 gate entrances, and the Shadows driveway entrance, and when crossing Jefferson Street. Please USE EXTREME CAUTION when entering the Avenue 40 roadway from any location to avoid a collision with one of these trucks. This will continue for several more weeks or months.

Construction Zone: The channel near the southeast corner of 40th Avenue and Jefferson Street. Sukut Construction will be pouring concrete on the southern section half of the construction zone.

What to expect: A bit of noise as trucks move around the area. Depending on the weather and other factors, pours may last longer than 2:30 PM. Crews will do their best to finish by 2:30 PM.

Current CVWD Storm Channel Project Updates

• Pond 1 had been drained and demolished.
• All existing sidewalk in the construction zone has been demolished.
• The reeds and pond liner has been removed.
• The contractor, Sukut, is waiting for the soil to dry out presumably before they start the major excavation.

North Channel Pond 2 Conversion Project

• Project will commence on March 7, with a completion time frame of 42 days.
• Area will be fenced off from the south end of the Jefferson underpass entrance and along the pony-walls of the surrounding homes.
• Landscape Unlimited will be delivering their equipment needed to drain and demolished the pond on Monday, March 7.
• All wildlife such as turtles and fishes will be relocated to Pond 3.

The CVWD construction contractor, Sukut Construction, has provided the following schedule for planned near-term work in our North Channel.

• February 16
  • Cut an opening in our perimeter fence and install a gate with locks in order to create an access to the North Channel for construction equipment.
  • Begin installation of the temporary fence to surround the limits of the construction site.
• February 17-18
  • Begin removing shrubs, trees, benches and concrete within the construction site.
• February 22-25
  • Begin draining pond 1.
  • Capturing fish and turtles to be relocated to Lake 3, working side-by-side with a biologist.
• February 24
  • Bring earthmoving equipment into the site and begin heavy excavation to accommodate construction of the concrete walls on either side of the pond that will protect the adjacent houses from future stormwater erosion. The location of the concrete walls is shown in the plan view below.

As you may be aware, the North Indio Regional Flood Control Project has begun in surrounding areas and at the corner of Jefferson Street and Avenue 40. Please be advised that Sukut Construction will be on-site as early as next week to commence work in the North Channel Pond Area.

The work will include the installation of a fence to secure the construction site. The fence will be installed along the east side of the upper North Channel adjacent to the homes on Camino Montecito and across to our perimeter fence on Jefferson Street. The North Channel area will be closed to pedestrian traffic at the Sun City Blvd crossing for the duration of the construction. The first step in the construction will be to drain pond 1 and pond 2 to prepare the area for excavation and grading.
