CVWD Water Tip: Landscape Advice

Desert gardeners may puzzle over water restrictions due to drought. Here is advice from the University of California Center for Landscape & Urban Horticulture.

Easy Ways To Save Water in a Landscape

  • Check irrigation systems regularly for leaks as well as other problems that reduce sprinkler, spray head, or drip emitter functions.
  • Walk through an area when the irrigation system is running and repair or replace sprinklers or emitters that are broken, sunken, crooked, or clogged with soil or debris.
  • Make sure plants are not blocking or interfering with a sprinkler’s spray pattern and the roots are not clogging drip emitters.

Priorities To Save Landscape Plants

Stop watering low-priority plant beds and lawn areas. Instead, water plantings that are more valuable like trees and shrubs. Lawns and bedding plants can be re-established quickly and inexpensively. Trees and shrubs need years to mature and are less easily replaced. Under-watered fruit trees will produce less if any fruit, but will survive.

Limit pruning of trees and shrubs to removing dead or damaged branches and trim hedges less frequently.

Best Time of Day To Irrigate

Irrigating during the very early morning hours between 12:00 am and 6:00 am is best with spray or overhead irrigation systems. Evaporation is lower and usually there is little or no wind to disrupt the pattern of sprinklers during these hours.

Drip irrigation can be scheduled any time of the day since evaporation is not a concern. Nighttime watering in California does not usually cause more plant disease because the humidity is relatively low.

Replace Water-needy Plants With Low-water Users in the Fall

To find low-water use plants that are suitable for low desert areas, check University of California Agriculture and Natural Resource’s online Water Use Classification of Landscape Species at ccuh.ucdavis.edu/wucols.

Click the Plant Search Database tab, enter the name of the city, then choose the desired type of plants (shrubs, perennials, trees, etc.), and the preferred water category (low, moderate). The application will give a list of plants suitable to grow in a location that fits the specified criteria.

CVWD Boosts More Water Conservation

As the drought continues, and with an eye to more state mandated conservation actions, Coachella Valley Water District has added new mandatory steps to increase domestic water conservation.

The actions are part of the District’s Water Shortage Contingency Plan adopted in June 2021. The plan includes six shortage levels, ranging from normal water supplies to severe shortage. The new steps are Level 2 that anticipates slightly limited water supplies and outdoor water use restrictions.

The District board approved these items that are in effect:

  • Limit outdoor water use to before 10 am and after sunset for spray irrigation.
  • Limit water service in restaurants to only on request.
  • Discourage overseeding.
  • Boost public information campaign.
  • Encourage enforcement agencies and HOAs to suspend code enforcement and fines for brown turf grass areas.
  • Increase turf rebates from $2 per square foot to $3 per square foot.

If the drought crisis continues, CVWD could enact Level 3. That step means water supplies are moderately limited and outdoor water use will face added restrictions.

Here are some possible Level 3 actions:

  • Outdoor watering limited to three days a week for spray irrigation.
  • Drip irrigation allowed seven days a week during non-daylight hours.
  • Decorative ponds, non-irrigation system gold course water hazards, fountains and other waterscape features cannot be filled or replenished.
  • Spray irrigation of parkways and medians prohibited.
  • Rebate programs expanded.
  • Commercial car washes must use recycled water or recirculating water systems.

Utility Tax Rebate Reminder

As a resident of Indio you may be eligible for a utility user tax rebate!

All City of Indio residents and businesses are assessed a Utility Users Tax on amounts paid for water, telephone, cable, gas and electric service. You may qualify for an exemption of the Utility Users Tax if you meet the following criteria:

  1. The utility bill is in your name, and you pay the bill directly to the utility company, and
  2. You live within Indio city limits, and
  3. You are age 62 or older and file as head of household, OR
  4. You are a recipient of the Social Security Administration’s Supplemental Security Income Program

In order to process your request in a timely manner, please bring in the following:

  1. Completed Application, and
  2. Proof of age (driver’s license, state ID, or birth certificate), or
  3. Certification from SSI, and
  4. Copies of the most recent utility bill from each of the following utility companies that service your residence:
    • Water
    • Gas
    • Electricity
    • Cable TV
    • Telephone
    • Cell Phone

CVWD Storm Channel Project Update: Dust Control

CVWD and Sukut Construction (Sukut) understand the concerns with dust caused by high winds in North Indio where the North Indio Flood Control Project – phase 2 (Project) is under construction. Sukut can control dust and any associated air pollution within the project footprint by following applicable laws, rules, and regulations of the governmental entities having jurisdiction (City, State, etc.) as outlined in the contract documents.

The Air Quality Management District has inspected the construction site on March 18, March 28, April 11, and May 26 and did not find any violations causing dust related to construction activity.

Many communities in the valley are surrounded by undeveloped desert including North Indio and are susceptible to dust and sand accumulation from the season’s unusual high winds.

Here are the actions being done to minimize dust from construction activities, which also meet contract requirements:

  • Watering dirt piles associated with construction.
  • Applying a soil binder to stockpiles of dirt.
  • Watering dirt on trucks before they leave for transportation.
  • Sweeping and vacuuming sand from the roads near constructions sites even if caused by wind from undeveloped land.

CVWD and its contractors will continue to minimize dust associated with construction activities but are not responsible for dust coming from undeveloped land. We thank everyone for their patience during this important project.

Double Dump Trucks on Avenue 40

The CVWD North Basin project and the CVWD Avenue 40 storm drain projects are requiring a massive number of 18-wheel double-dump trucks to haul away the excavated dirt. The trucks use Avenue 40 both east and westbound and travel fully loaded at high speeds passing all Avenue 40 gate entrances, and the Shadows driveway entrance, and when crossing Jefferson Street. Please USE EXTREME CAUTION when entering the Avenue 40 roadway from any location to avoid a collision with one of these trucks. This will continue for several more weeks or months.

CVWD Board Takes Head Start on Conservation Actions

Gov. Gavin Newsom issued an executive order on March 28, 2022 asking water agencies to consider adopting Level 2 of their Water Shortage Contingency Plans. In response, on April 12, CVWD’s Board of Directors approved steps to voluntarily increase domestic water conservation before statewide restrictions become mandatory.

The actions are part of the District Water Shortage Contingency Plan adopted in June 2021. The plan includes six shortage levels, ranging from normal water supplies to severe shortage. The steps approved April 12 are listed in Shortage Levels 2 and 3 increasing landscape rebates to customers and implementing some water-use restrictions.

The board approved the following conservation actions:

  • CVWD will increase turf rebates from $2 per square foot to $3 per square foot.
  • Prohibit outdoor water use between 10 am and sunset for spray irrigation.
  • Limit water service in restaurants to only on request.
  • CVWD will discourage overseeding.
  • CVWD will boost its public information campaign.
  • CVWD will encourage enforcement agencies and HOAs to suspend code enforcement and fines for brown turf grass areas.

Steps outlined in the Water Shortage Contingency Plan can be used during drought years to comply with state water-use restrictions even if there is no shortage in water supplies.

The Governor’s March 28 executive order also asks the State Water Resources Control Board to consider a ban on irrigating “non-functional turf” in commercial, industrial and institutional settings. That is turf not used for recreation, sports fields or parks.
