President’s Message: Coronavirus Update, More Information (March 17)

Good day residents:

I wish to give you more details about the operations going forward as a result of the order from the County. Riverside County has issued an order cancelling all gatherings with 10 or more people, including staff. I have attached the order for everyone to review.

I have also just done a podcast which answers questions about the operations so please click on this link to get more details because I might have missed something in writing this message. If you have additional questions, please let me know because we are planning do more podcasts to help explain how we are proceeding, so I will use the podcast to answer all of your questions.

Given the directive from the county, the Board has cancelled all events, meetings, and programs for all Clubs and Groups until further notice.

All Committee meetings are asked to postpone unless necessary and then limit the meeting to under 10 people and you must stay at least 6 feet apart. There is Skype capability and conference calling so please use whatever is necessary to make sure you keep distance from each other during such meetings.

Keeping in mind that all gatherings need to be less than 10 people, and everyone must be 6 feet apart, the Board has taken the following actions in addition to the other actions already announced:

The Billiards room is closed until further notice.

The gyms have been closed in both Clubhouses until further notice.

All pools and spas are closed until further notice.

The Montecito Café is closed for the season.

Shadows Restaurant is closed for sit down dinning but is open for takeout food from 8am to 6pm.

Movie nights are suspended until further notice.

The Shred It event on 4/20 has been postponed to a future date, TBD.

Padres Baseball Bus Trip has been cancelled.

The Bistro at the Santa Rosa is open.

The Snack Bar at the South Course is open.

Both Golf Courses are open, but all shotgun starts have been suspended. You may walk the South course at this time but please be aware to keep up with the pace of play. The Pro Shop is open but no more than 9 people in the room including staff and each person must be at least 6’ apart.

Tennis, Pickleball, and Bocce courts are open, but all events and programs have been cancelled until further notice. All courts may be reserved by any resident on a first come first serve basis. Until further notice, neither Tennis nor Pickleball Clubs have priority to any of the courts. We need to limit any gathering of people around the courts as a result of an event or program. That is why we have suspended all events and programs.

The open Board meeting on 3/30 has been cancelled.

The Annual meeting will take place on 4/7, but only for the purpose of counting ballots. Please don’t come to this meeting and if more than 10 people attend, we will have to ask some of them to leave the room. The polls will open at 9am and will close at 10am. We will then count the ballots and announce the outcome at about 2pm. This meeting will be recorded so you can watch it on video rather than attending. If you mail in your ballot, please do so by 4/3 to be sure we get the ballot in time. There are ballot boxes in each Clubhouse so you may drop off your ballot there if you like.

I want to thank so many people for your kind words of support, they are appreciated by all of us more than you know. I want to thank the staff and Board for meeting at a moment’s notice to resolve questions as they arise.

I wish you all safe and healthy times ahead, and with everyone’s help we will get through this. Even now it is the best place to live and I am still glad to live in Paradise. Nowhere else would I rather be than here if I must live with certain limitations. We still have it better than anyone else, and for that I am still grateful. Let’s all keep our eye on the ball and remember there are so many others that don’t have anything close to what we have here. It is truly a blessing and very soon the restrictions will all be over, and we will return to the wonderful life of Shadow Hills.

Good day residents:

I wish to bring you quickly up to date with current procedures that must be put into place as a result of the order from the County. Riverside County has issued an order cancelling all gatherings with more than 10 people. I have attached the order for everyone to review.

As a result, the Board has closed the gyms, pools, spas, and Shadows Restaurant. Shadows is available for takeout service. We are keeping open both golf courses, the Bistro, and snack bar. The Tennis and Pickleball courts will remain open for play but all programs and events for Tennis and Pickleball courts have been cancelled. All courts are available for reservation on a first come first serve basis. Till further notice the Tennis and Pickleball clubs do not have priority to the courts. Bocce courts are also available for play but again all events and programs are cancelled.

I will be doing a podcast later today to go over all operations in more detail and will let you know when it is posted. I will also be sending out another message later today but wanted you to be informed right away of certain changes.

I want to thank everyone for their cooperation and hopefully soon with everyone’s help this will end soon and we can all return to our normal lives.

I want to thank both Board members and staff for being so willing to be available on a moment’s notice as we all work through this process.

President’s Message: Coronavirus Update (March 15)

Good day residents:

I would like to follow up on some concern’s residents have asked me about in the last couple of days. The Board is suspending activities for many Clubs and Groups, but that does not mean anyone in those Clubs or Groups has done anything wrong, nor does it mean anyone has been diagnosed with the virus. The Board is reviewing information very quickly and making decisions on what we believe is in the best interest of everyone’s health and safety. As of this message we know of no one being diagnosed with the virus, but we are trying to be proactive and cautious to help ensure the safety of all given the current protocols. These protocols may change on a moment’s notice, and if so, we will write to you and update you as quickly as possible.

For now, we are limiting activities that fall into the recommendation by the state that for people over age 60 meetings should be kept to 10 or less. We are reviewing each Club or Group on a case by case basis, so as that evaluation is made we will inform you of the Board’s decision. If your Club or Group is planning any type of meeting with more than 10 people, please contact me as soon as possible and the Board will review your activity to determine if it is to be suspended.

The Board is looking at each activity based on the number of people, indoor or outdoor, can people be spread apart easily, does the activity need to take place without too much inconvenience. Acceptable activities today could change tomorrow, the Board is reviewing all information throughout the day every day.

Everyone here at SCSH is committed to the health and well-being of our residents, so additional steps have been put into place to help ensure success. For the Clubhouses:

The custodial staff has increased the cleaning of high-touch areas from once per day to 4-5 per day.  This includes: Door handles/restroom countertops and sink faucets/Lobby tabletops. The daily cleaning procedure was to clean and sanitize the areas in the morning. The custodial staff has increased their efforts to 4 to 5 times daily. In addition, staff is routinely checking, and filling as needed the paper towels, hand soap and sanitizers dispensing units throughout the facilities.

We are working closely with our custodial cleaning suppliers to ensure our orders are being placed and delivered to our facilities without any delays. We are currently stocked with the necessary cleaning supplies. We have also ordered extra supplies to keep in case there is a delay from our suppliers.

For the operations by Troon the following is taking place:

  1. All tables and chairs at Shadows are cleaned and sanitized after each use.
  2. Every menu is sanitized after each use.
  3. Sanitizing wipes are readily available, and staff will continually clean workstations, phones, counters and door handles throughout the day.
  4. Staff have received instructions on the importance of washing their hands and staying home if they feel sick.
  5. Golf cart steering wheels and handles are wiped with sanitizer prior to use.

My lovely bride and I ate breakfast at Shadows this morning, and we were both impressed when after we just sat down a staff person brought us sanitizer wipes so we could clean our hands and anything at the table if we so desired. Although the tabletops and chairs were disinfected before we sat down, staff provided additional wipes to us for our own assurance if we wanted to also clean something at our table. Most impressive, thank you.

In addition, we are asking everyone to be diligent and compulsive in following all medical advice and procedures during this time. Keep a safe distance between you and others, wash your hands often, use sanitizer wipes before and after using equipment, and stay home if you don’t feel well.

The Board is evaluating information constantly and with everyone’s help we will have a positive outcome. If anyone has any new information about their health, we are asking that you contact us immediately. The sooner we have accurate and complete information the faster we can act in the best interest of everyone.

I wish you all well and we will have a positive outcome with so many people helping each other. It has been a busy week for all of us, and it will be busy for a while, but I did enjoy the evening sunset last night, and it was easy to understand, it still doesn’t get any better than this!

President’s Message: Concert Ticket Exchange/Refund Program

Good evening residents:

Information is coming fast and furious as they say. I wrote to you on Friday about an exchange/refund process for the two concerts that were cancelled, Community Singers and Performing Arts. Many of you have contacted the Board and requested this process be delayed so that 500 potential people will not be required to be in close proximity to each other over a 5 day period.

This request seems reasonable, so the Board has postponed this exchange/refund process till the fall. We will notify you in the fall of the dates when tickets may be exchanged or refunded. For now, please hold onto your tickets, you will need them for the exchange or refund, so put them in a safe place.

Neither the Clubs, nor the HOA, will be exchanging or refunding tickets until the fall.

Good afternoon residents:

As information makes its way to the Board, I want to thank everyone for helping by getting us the latest information about their own Clubs and Groups. There are so many different and wonderful Clubs and Groups, the Board is evaluating each Club and Group on a case by case basis. I want to thank all of you that are sending us information on how you operate so that we can evaluate how to proceed in everyone’s best interest. I want to also thank the Board for being readily available on a moment’s notice because each day we are reviewing new information. A special thanks to the staff for their willingness to be available over the weekends so we can communicate with you on a moment’s notice if necessary.

Given our latest information the Board has decided that all activity and meetings of the ‘Needles and Pins’ Club and the ‘Paper Crafters’ Club are suspended till further notice. This suspension will begin immediately.

The Board is sorry for any inconvenience, but we feel such action for a short period of time is in the best interest of the health and safety of all residents.

Again, I want to thank residents, the Board, and staff for all their effort and work at making this difficult time as manageable as possible.

What a great place to live when so many people are willing to step up and help each other in such a time of uncertainty. I have no doubt we will achieve a much faster and positive outcome as a result of everyone’s efforts.

Good afternoon residents:

I want to thank everyone for your kind support as we venture into uncharted territory. The Board is meeting daily to evaluate how to proceed. Please be diligent, responsible, and compulsive about following recommendations from government and medical agencies on how to best protect yourself during this time. Much has happened in just the last 24 hours, and more is still to come. We will do our best to get you updated information on how the HOA is proceeding but don’t hesitate to ask questions, many of you have provided us with information or events we missed. This will help us keep everyone informed about what is happening in the next few weeks.

There were some events we missed telling you about yesterday and fortunately many of you brought them to our attention. I have updated the list below to reflect those activities that we are cancelling. Events after April 5 will be evaluated as we go along, and we will get back to you as soon as we have information about programs and events after April 5. The only priority is that each of us stays healthy, so the Board is going to take steps to help in that endeavor.

For the moment both Clubhouses will remain open, but the Board has decided that the playing of all tabletop games in both Clubhouses will be suspended for the time being. Games like cards, Mahjong, jigsaw puzzles, etc. are prohibited in both Clubhouses till further notice.

The fitness center will remain open for now but please use all precautions. Keep at least 5’ between you and others, use the sanitizer wipes before and after use of all equipment, wash hands often, and if you don’t feel well stay home. Pools will remain open since they are disinfected with chlorine, but please keep apart when sitting on the deck.

Shadows will remain open, it is the big gatherings and buffet events we are eliminating. Shadows will be working on alternatives to cancelled events where buffets will not be used. Reservation times might be required so be sure to watch for information as it unfolds. We are trying to minimize the gathering of large groups of people at special events to help minimize any possible spread of the virus.

As of today, the events listed below are cancelled. Other events may be cancelled in the future and the Board will let you know as we proceed.

So much can happen in such a short period of time that I want to thank the Board for taking time on a moment’s notice over the last week to review all the information about the Coronavirus. Much has happened in just the last 24 hours.

Consequently, the Board has decided that although there is no known case of the virus here in our complex, it is better to be proactive and err on the side of health and safety to determine how to proceed. We all want what is best for all of us long term, and a brief period of time without certain events is not only responsible but helps all of us to get past this current situation as quickly as possible with hopefully no health impacts to our neighbors. The only priority is that each of us stays healthy, so the Board is going to take some steps to help in that endeavor.

As of today, the events listed below are cancelled. Other events may be cancelled in the future and the Board will let you know as we proceed. For the moment both Clubhouses will remain open and all facilities will remain open. We are trying to minimize the gathering of large groups of people at special events to help minimize any possible spread of the virus. The events currently that have been cancelled are:

Working together we will hopefully get through this time with minimal impact and then return to the lifestyle we all appreciate. The Board wants you to know how much we appreciate your effort to help all of us get through this time in a positive way. I understand we will miss some of our favorite events, but it is a small price to pay to help keep our neighbors healthy and safe. This time will pass soon and there is no better cause for sacrifice than to help a friend. Thanks for your support and efforts.

COVID-19 Updates

President’s Message: Coronavirus and E-mail Scam

Good day residents,

I have been asked many questions about the Coronavirus and is the HOA making any recommendations on how to proceed. The HOA is not qualified to make any recommendations regarding this medical situation, nor are we capable of updating you with current medical information on how to proceed. This information changes rapidly, so each person must reach out to their own medical or government experts to determine how they should react. The HOA is currently doing business as usual given that no agency or medical professional has told us otherwise.

The HOA Board believes each person and each Club needs to decide how best to proceed with holding and attending events. Each person, or Club, and their events are different, so they should discuss the issue and then decide on what the Club thinks is best. One could argue that there will always be time for another event and for some it is better to err on the side of caution. Others will argue that unless a government agency or medical professional requests some sort of social distancing, we should let each person decide on their own what events they want to attend. I leave these arguments up to you and each Club. Each person will need to act as they see fit given their own personal circumstances and advice from their own medical experts.

Please keep in mind that as of the writing of this message, the HOA has not been informed of any case of Coronavirus within this complex. Currently the HOA is doing business as usual, so please don’t let fear without facts decide your fate. Each Club will decide, given their own special circumstances, whether to hold or cancel events, this is up to each Club. No government agency or medical professional has told the HOA we should cancel events or restrict access. Each of you must decide given your own special circumstances how to proceed. Please listen to your medical advisors and act accordingly.

If the HOA is directed to act in a specific way by governing agencies or medical professionals, we will then do as instructed.

Some of you are getting false e-mails from me requesting contributions for gift cards. If you look at the e-mail address it is not mine and is a scammer just trying to get your money. I don’t ask for money from residents for any reason or purpose. This comes up about every 6 months. Just delete and move on, it is not coming from my computer. You might also get one of these from a staff person, please disregard and delete those messages also.

Concert Ticket Sales

I would like to thank you all for your amazing response to our first day of ticket sales (on Friday, March 6) for our 2020 – 2021 Concert Season! We are so grateful for your continued support of our efforts to bring quality entertainment to our community at an accessible price.

It’s hard to believe but, in the first 3 1/2 hours, we sold over 1,200 tickets – an average of 315 tickets per hour – despite our manual system. A number of dedicated volunteers, all of them your neighbors, worked tirelessly alongside my staff to do their utmost to ensure you received the best seats available.

Important Rules for Dog Walkers to Remember!

2.20.3 of Rules & Regulations

  • “Pet owners shall be responsible for the prompt removal and disposal of pet wastes deposited by their pets in the community.”

2.20.4 of Rules & Regulations

  • “Pets are not permitted on the golf course at any time.

Exception: Other than No Dog walking at Avenida Sombra where Avenida Sombra meets Sun City Blvd. behind hole number 7, all other areas where the golf course crosses a street, you may walk you’re your dog along the edge of the golf course as long as you and your dog do not walk beyond nine feet (9') from the edge of the street or sidewalk”

Accepted by the Board 1-29-18

  • “Owner or keeper of a pet shall not allow or permit the pet to run at large in any common area, except the pet park…”
  • Leashes are not to exceed twelve (12) feet in length

Residents should understand that failure to comply with the dog-walking rules and regulations will result in security issuing citations.

The HOA Board strongly encourages pet owners to read the rules and regulations pertaining to pets within the community. The rules can be found in the Sun City Shadow Hills Community & Telephone Directory 2019/2020 on page 29, or within the Community website in the “Documents” section.

President’s Message: Ballots for Election and Bulk Cable Contract

Good afternoon,

Last week the Ballots for the Board election and the Bulk Cable approval measure were sent to your home. You should have already received the ballot, but if not, it should arrive shortly.

I want to remind everyone that there are two Town Hall meetings on Monday 3/2/20, first at 9 am and then at 12 noon. In this meeting the Board will explain in more detail why Frontier was selected for a Bulk Cable plan and how the install schedule will unfold if passed. It has been the goal of the Board to offer a savings plan for bulk cable service while at the same time not impacting residents in a negative way. The Spectrum plan would have impacted too many residents with something they don’t want, don’t need, or can’t afford, and the price increase in monthly dues over $50 per month was just too high.

Your ballot will have a measure, on the second side of the ballot, to either vote in favor of the Frontier plan or to vote against the plan. The majority of those voting will decide the outcome. If the majority does not approve the Frontier plan, the Board will cease all actions regarding any Bulk Cable plan. The Spectrum plan will not be offered as an alternative if the Frontier plan is defeated. The Board unanimously voted and made clear that the Frontier plan is the only plan that will be submitted for approval, so it will be Frontier or nothing.

I want to remind everyone that I did a podcast interview with Robert Firring where many questions were asked and answered about the Bulk Cable program. This is about a 30 minute interview to describe different aspects about the Bulk Cable program.

There are also documents on the website at www.scshca.com/bulkcable  to explain different TV options from Frontier if the plan is approved, but keep in mind if the Frontier plan passes it does not mean you have to buy TV programming from Frontier. The Frontier plan is for internet service only, so if the Frontier plan passes you will be able to purchase TV programming from any provider you so choose. You do not have to have TV programming from Frontier, so if you like your Spectrum TV plan you may keep it if you like.

Reminder: Policy for Flying of a Drone Within SCSH

A "drone" is intended to be broadly defined as an unmanned aircraft without a human pilot on board, but not limited to remote control airplanes, helicopters, balloons, and similar aircraft.

No resident, guest, or invitee may enter into the airspace (e.g. the air available in which to fly an aircraft) above another resident's lot, including any structure thereon, with a drone.

No resident, guest, or invitee may operate or authorize the operation of a drone in the airspace above any portion of SCSH Community Association, including the common area or any lot including drone operators lot without prior written consent from the Board of Directors. Drones must be operated per federal, state and/ or local regulations.

Finance Advisory Committee – March 2020

Welcome, Bob Jester, as a new member of FAC! Thank you, Board, for your approval of our recommendation to add Bob to the Committee on February 4, 2020. And thank you, Bob, for your interest in serving our community.

As you may have already read or heard, FAC has two openings on the Committee. We would love to hear from you if you have an interest in serving on the FAC or on the FAC Subcommittee for major repairs and replacements and the annual reserve study. The estimated time commitment for serving on FAC is 15 hours per month.

Work Completed

During the month of February, the FAC continued its work with the Board as well as with DRM and Troon management on behalf of the Association including:

  • Review and recommend Board approval of the unaudited January 2020 Association financial statements including the:
    • financial statements prepared by DRM/Associa, Troon and the Controller.
    • combining and combined financial statements included in the Treasurer’s report prepared by the Controller.
    • summary of financial information on financial position and results of operations included in the Controller’s report to the Board.
    • condensed financial information to be published in The View magazine.
  • Review of the year-to-date variance analysis prepared by the Controller on the 2020 Operating Fund revenues and expenses.
  • Review of the year-to-date variance analysis prepared by the Controller on the 2020 Replacement Fund expenses and interfund transfers to the Operating Fund.
  • Review of the 2020 Forecast (1+11) of the Operating Fund and Replacement Fund as compared to the 2020 Budget prepared by the Controller.
  • Regular meeting of FAC held on February 19, 2020.
  • Preparation of the FAC monthly written report to the Board for its meeting on February 24, 2020.
  • Review of January 2020 bank statements, bank reconciliations, and Replacement Fund investment account statements.

Work in Process

FAC has several items we are working on including:

  • 2019 audit of the financial statements and preparation of tax returns.
  • insurance renewal.

This month’s report is coming from the entire Board:

At its meeting on January 27, 2020, the Board voted unanimously to present the Frontier plan (a five-year bulk contract for internet service) for homeowner approval. Since this announcement we have received many questions, so we will try to answer a few of the most frequently asked ones in this article.

  1. If Frontier is turned down by the homeowners, will the Board present the Spectrum plan?
    “No”. The Board voted unanimously that, if the Frontier plan is rejected by a ballot vote on April 7, 2020, the Spectrum plan will not be presented as an alternative. This essentially means it is Frontier or nothing.
  2. Why does the Board decide which plan is up for a vote by the community?
    The governance of the HOA is not decided by a resident survey or ballot vote. It is decided by a Board of five people that are elected by the residents to make decisions about all operations. Hopefully, it is in the best interest of the entire community, those for and against Spectrum. The Board needs to listen to all residents, not just residents in favor of Spectrum. Other opinions also matter. The Board’s goal was to present a plan that is in the best interest of the entire community, while at the same time negatively impacting the fewest people. The upcoming vote by the homeowners is only to give permission to the Board to sign a five-year contract, not to decide which plan will be selected.
  3. How can the Board propose Frontier when Spectrum was preferred 61% to 39%?
    There were many reasons, and it is not just a decision based on what most residents want personally, but what is best for everyone, and that includes the people who don't want Spectrum. The Frontier plan saves 98% of homeowner’s money without impacting very many in a negative way. The Spectrum plan would negatively impact 30 - 40% of the homeowners, while the Frontier plan negatively affects only 2%, yet you will still save money.
  4. The survey was in favor of Spectrum, so why did the Board send out the survey if they were not going to do what the residents preferred?
    The reason to survey is to gather information to assist the Board in making informed and responsible decisions based on all information available. Surveys are only one factor to be considered.
  5. Can the monthly amount of $12 be put on hold when we are out of town?
    No, the monthly amount of $12 will be part of the HOA monthly dues and may not be put on hold. Additional services provided directly to you from Frontier may be put on hold.
  6. Will there be further explanations about why the Board made this decision?
    The Board urges you look at the video of the Board meeting which has explanations by each Board member. We also recommend you calculate the actual difference in cost between the two plans. Each person is different, but in the end the Board decided that it was unwilling to impose an increase in dues of $50+ per month on those homeowners that don't want it, need it, or can't afford it.
  7. Is the Board concerned about the possible filing of bankruptcy by Frontier in the near future?
    The Board currently does not believe the possibility or the reality of bankruptcy matters. What matters is the delivery of service. If the company were to stop providing service, we would stop payments. Many companies file for bankruptcy and continue service. Keep in mind Charter (parent company of Spectrum) filed for bankruptcy about 10 years ago.

The Board will place on the upcoming ballot, which you should receive around March 1, a measure to allow the Board to negotiate and sign a five-year contract with Frontier for internet service. Spectrum will not be offered as a choice. It was the Board’s unanimous determination that the Frontier plan was in the best interest of the entire community, so that is the only plan being presented to homeowners for approval. On the ballot you will be able to vote either for or against the plan. The majority of those voting will decide the outcome.

If the majority of homeowners vote in favor of the plan, the Board will then finalize contract terms and sign a five-year contract with Frontier if final contract terms are acceptable. If the homeowners, by a majority vote of those voting, vote against the Frontier plan, then the Board will cease all actions concerning a five-year plan with any company for TV and/or internet services.
