HOA Board Message: Attention Homeowners Regarding Vendor Access

Good morning residents:

Sun City Shadow Hills has Rules & Regulations for Contractors and Vendors respecting their responsibility while entering and working within our community. All Contractors and Vendors are extended permission to enter the community through the staffed gates at Jefferson and 40th Avenue to render their services to homeowners up to five times per month. If their business requires entry over 5 times per month, or for convenience, they desire entry at gates other than the staffed gates they may apply and pay reasonable fees for a Contractor/Vendor entry permit with an associated commercial use transponder.

One Contractor, Intercity Plumbing has refused to comply with our Contractor Vendor Rules and Regulations and refused to apply and pay for a Contractor/Vendor entry permit.  As a result, and unfortunately, on several occasions, Security has denied entry to our community to this contractor. Further there have been documented instances where the contractor or its employees after being denied entry have disputed the denial of entry with Security Staff and later been observed and filmed either entering or attempting to enter our community by tailgating other vehicles entering our community at unmanned gates causing damage to HOA property. As with any other non-permitted vehicle on our property, if observed by Security within the community this contractor is being requested to leave and if necessary Indio Police will be contacted to insure compliance.

Your HOA is alerting you to this situation primarily for two reasons: First, if you choose to utilize this contractor, your service may be delayed or not happen because regular entry is being denied, and secondly to remind you if you choose to list this contractor as a guest, pursuant to the Association’s Rules and Regulations you will be responsible for any citations and fines issued to or damage caused by this contractor to Association property. If you have a homeowner warranty insurance policy covering certain appliances and facilities in your residence and you call your provider, they often designate a repair person and may not be aware if any particular contractor is being denied regular entry to our HOA.  Should your insurer designate Intercity Plumbing, you have the right under most such policies to request your insurer to designate another contractor should you wish to avoid any potential delay or interruption in obtaining necessary repairs or responsibility for any rules violations by the contractor.

This letter is not commenting on the quality of service provided by Intercity Plumbing. However, the Association is merely trying to enforce the rules on a uniform basis.

President’s Message: Annual Meeting Date Correction

Good morning residents:

In yesterday’s Podcast I told you that the Annual Meeting will be held next Monday, April 6, 2020. I made a mistake about the date of the meeting. It will be held on Tuesday, April 7,2020. The meeting will still be closed to spectators and will only be opened for residents to drop off ballots between 9am and 10am. The only business being conducted will be for election purposes.

At 10am we will begin counting the ballots and will announce the outcome at 2pm. Spectators will not be allowed in the meeting at all during the day. We will video the meeting so that you will be able to see the results on video once posted after the meeting. We will send out an e-blast message after the meeting to announce the results of the Board election and to announce the outcome of the Frontier measure for a 5-year internet only contract.

The Ballot box is available in the Montecito Clubhouse, so please drop off your ballot this week so you don’t have to come to the meeting on April 7.

Sorry for my error in announcing the Annual Meeting for next Monday, it is not on Monday but on Tuesday, April 7.

Finance Advisory Committee – April 2020

2019 audit and tax returns

The audit of the Association’s financial statements is complete! The Board approved the draft report on February 24, 2020; and the final report with an unqualified opinion was issued by the auditor on February 27, 2020. Thank you to all team members responsible for this accomplishment.

FAC completed its review of the tax returns to be filed by the auditor.

FAC has a need for more members

As you may have already read or heard, FAC has three openings on the Committee. We would love to hear from you if you have an interest in serving on the FAC or on the FAC Subcommittee for major repairs and replacements and the annual reserve study. The estimated time commitment for serving on FAC is 15 hours per month.

Work completed

During the month of March, the FAC continued its work with the Board as well as with DRM and Troon management including:

  • Review and recommend Board approval of the unaudited February 2020 Association financial statements including the:
    • financial statements prepared by DRM/Associa, Troon, and the Controller.
    • combining and combined financial statements included in the Treasurer’s report prepared by the Controller.
    • summary financial information on financial position and results of operations included in the Controller’s report to the Board.
    • condensed financial information to be published in The View magazine.
  • Review of the year-to-date variance analysis prepared by the Controller on the 2020 Operating Fund revenues and expenses.
  • Review of the year-to-date variance analysis prepared by the Controller on the 2020 Replacement Fund expenses and inter-fund transfers to the Operating Fund.
  • Review of the 2020 Forecast (2+10) of the Operating Fund and Replacement Fund as compared to the 2020 Budget prepared by the Controller.
  • Review and recommend Board approval of the February 2020 bank statements, bank reconciliations, and Replacement Fund investment account statements.
  • Regular meeting of FAC held on March 25, 2020.
  • Preparation of the FAC monthly written report to the Board for its meeting on March 30, 2020.
  • Review of the Controller monthly written report to the Board for its meeting on March 30, 2020.

Work in process and upcoming work

FAC has several items we are working on including:

  • Insurance renewal effective April 22, 2020. FAC had a conference call with the Association’s insurance broker during our regular meeting on March 25, 2020, to review the current quotations including for coverage, limits, deductibles, and pricing.
  • Contract renewals for landscape maintenance of the common areas and property protection.

President’s Report – April 2020

Board Election and Frontier Vote

Finally, great weather is returning and, with it, those wonderful sunrises we all cherish. No doubt about it, welcome to another day in paradise.

It is again time for our Annual Meeting and Board election. Ballots have been delivered to your home, so be sure to return yours by April 7, 2020. If you mail it in, you need to do so before April 4, 2020, to be sure it arrives on time. There are ballot boxes in both clubhouses, so you can drop off the ballot at either clubhouse.

If you decide to bring your ballot to the meeting on April 7, be aware the polls close at 10 am. The meeting will open at 9 am, so you can bring in your ballot between 9 - 10 am. At 10 am the polls will close, and counting will begin.

The ballot includes the vote for three Board members. Bruce Marley and Fera Mostow have graciously decided to run for another term. Thanks to both for their time and commitment. The third candidate on the ballot is newcomer Johnny Goodrum. We all look forward to his help and appreciate his taking the time to volunteer as a Board member.

This will mean the retirement of Bob Israel, who served on the Board the last two years. Please thank Bob for all his time and energy. He worked hard, and his contributions helped in more ways than you can imagine. People that care about the community, that bring ideas and experience, make the outcome positive and beneficial for all of us living here at SCSH. Bob truly spent time for no other reason but to benefit the community. Thank you, Bob, and as so many have said, we wish you were still on the Board and your presence will be missed. You won’t have to spend as much time at meetings, but we might still need your advice, so don’t think you can hide, I am sure we will be calling.

The Frontier internet measure is also on the ballot. This is your time to decide if SCSH will have a five-year bulk internet contract with Frontier Communications for $12 per month. This plan is for internet service only, so you will be able to pick any TV service you like from any provider. The majority of those voting will decide the outcome. If the majority votes in favor, the Board will continue to work on finalizing contract terms to sign a five-year contract with Frontier. As we have explained, the Board felt the Spectrum plan was not in the best interest of the community and will not be offered as an option.

Once you have turned in your ballot, do as I do and sit and enjoy the sunset and once again realize, it doesn’t get any better than this!

Let’s Clean House Week 1

Day 1: Empty and Clean Refrigerator and Freezer

  • Throw out all expired food (at least that from the 20th century)
  • While empty, move the refrigerator out and clean the floor
  • Wash the top, back, and sides

Today includes a second refrigerator in the garage and a wine fridge too.

 

Day 2: Clean All the Small Appliances

  • Microwave, toaster, rice cooker, blender, etc.
  • Q-tips and toothpicks are handy to clean the crevices
  • Clean stuff sitting on the counter, e.g. canisters, paper towel holder, knife racks, decorations, etc.

 

Day 3: Clean and Re-organize Drawers and Cupboards

  • This is a big day!  Wash or clean shelves and maybe replace shelf liner.

 

Day 4: Clean Light Fixtures (Including under Cabinet Lighting)

  • Windows and window coverings
  • Wash light fixtures and outlets
  • Dust walls if you are inspired to do so

 

Day 5: Clean the Oven, Cook Top, Garbage Disposal, Inside of Dishwasher

  • Fill with “Finish” if you use it.
  • Clean flatware.  If you have flatware, particularly knives, that have marks on them here is an easy trick to clean them.  Put a couple of inches of water into a ~9x12 plastic container. Add a teaspoon of baking soda. Place your knives into the water and cover with aluminum foil. Let it sit for 5 minutes.  Then wash and dry. You will be pleased with the results.
  • Clean dishes.  If you have light colored plates and/or bowls with dark scuff marks, here is method to clean them. Make a paste of baking soda and water. Put the paste on the dishes and scrub with a scouring pad and Soft Scrub or Bon Ami to remove those black use marks.

President’s Message: Dogs off Leash, Board Meeting, and Guests

Good day residents:

I want to thank so many of you for helping during this time as we march through what some might call “March Madness.” This will be over at some point and we will be fine, but patience is needed to be sure we help each other follow the most productive path by keeping distance from each other and staying home as much as possible. Clearly the areas of the country that don’t have a lot of people in close proximity are doing better than high density areas and we can learn from this. Please try your best to maintain distance from others.

We can’t close the complex to guests, each resident has the right to invite anyone here they wish. But we can try to voluntarily limit our guests to those that are necessary. If you can postpone a visit, let friends know it’s in everyone’s interest that we share phone calls, emails, letters, or video conferencing. If each of us can reduce the guests that come into the complex, we will be better off, and the sooner this will all be over.

As a result of the dog parks being closed there are more dogs out walking with owners. There have also been complaints of dogs walking off leash, too many complaints. Keep in mind when a dog is not on a leash, there are many of us that are frightened by a charging dog, even when friendly, and no one should have to experience such fear. I have asked security and the golf course Marshall’s to increase patrols and to cite anyone with a dog off leash.

One person was injured by two dogs off leash, when they came running at the person, tore through clothing and scratched the person’s legs causing them to bleed. This is just not acceptable. We all know the great majority of residents are responsible dog owners, so we need everyone’s help to tell those people walking a dog off leash to please attach a leash, and if necessary call security immediately so such people can be stopped and cited. No one should have to go through what this person experienced while trying to be outdoors and walking during this difficult time. We must work together to make it safe for everyone.

The Board will be meeting on Monday. This will be a closed-session meeting so that we don’t have people in the same room when not necessary. I will do another Podcast on Tuesday or Wednesday to let everyone know of any new information, but given almost all facilities are closed, we are waiting for instructions from the state before we can plan to open up activities once again. We will be fine, and soon it will all be over, and we can look back and have a story to tell our grandkids. It will be a good story to tell and they will need to hear all about it.

HOA Office Saturday Hours Change

The HOA Office will not be open the first Saturday of the month until further notice.

It will be closed on the upcoming first Saturday on April 4.

President’s Message: Golf Course Operations

Good morning residents:

I will be giving another Podcast today at 2pm because it will be fun to talk with everyone once again.

We have been investigating requests to open the golf course because so many of you have written to say other golf courses are open, why can’t we do the same. The Board has taken the position that we believe the other courses are operating incorrectly and should be closed.

We now have confirmation from Riverside County that clearly states all public and private golf courses must be closed. The maintenance of the golf course may continue and is listed as an essential activity. I have attached information from the county on answering many questions about the current stay at home directive. If you have more questions, please let me know and we will try to get answers as soon as possible.

I will do another Podcast at 2pm today to explain more of the answers from the county.

President’s Message: Golf Course Putting Operations

Good day residents:

I will be giving another Podcast today at 2pm to explain in more detail all that is happening here at Shadow Hills as we deal with the Stay-at-Home directive given by the state.

I need to let you know that all Golf Course activities are hereby suspended including those venues we were trying to keep open. Effective immediately all putting greens are closed, the putting course is closed, and the practice facilities are closed. The Board is sorry to close these activities as we are sorry to close all the other activities but given circumstances and the Governor’s directive the Board feels it is necessary at this time.

Putting and chipping does not appear to the Board as an essential activity in trying to eliminate the spread of the coronavirus. Board’s opinion is that such activity is not necessary at this time in the best interest of all residents. Given not only the directive of the Governor, but also recent pictures of residents putting and not maintaining a safe distance, it became clear we need to make safety the priority.

Please enjoy walking for the time being around the many miles of streets we have here at SCSH. Hopefully this will be over soon, but we all need to put aside personal privilege if we are going to do all that is possible to stop the spread of this virus.

I will have detailed information coming and will do another Podcast at 2pm today to explain the many changes in our operations going forward for the time being.

President’s Message: Walking, Jogging, Bicycles, Dogs on Golf Course

Good day residents:

So much is happening, and it will take a little time to answer everyone’s questions. Give us a little time and we will get back to you.

I am writing this message to answer the question about walking on the golf course.

Currently, the number one request today by most residents is ‘can we walk on the golf course’? Since it is closed it would be safe to walk on the golf course and a nice change.

I also want you all to know that the number one complaint I am getting today is ‘why are people walking on the golf course’? So, it appears there are two points of view, and I doubt if these two points of view will meet with agreement.

The Board has voted that the golf course is closed to everyone. Current rules in place are no walking, jogging, dogs, or bicycles are allowed on the golf course at any time. Only golfers while they play golf are allowed on the course. There is a process to change these rules and it can’t happen by a Board vote at a moment’s notice. These are current rules and regulations that if changed should go through a process where everyone may comment. That process would take at least 30 days.

As far as safety, it is true it would be safe from being hit by a golf ball. But we don’t supervise the golf course when there is no play, so additional staff would need to be hired because safety issues can still occur. Example, a trip and fall, a medical emergency. We would also need additional security because many homes would now be more accessible to anyone during the day.  So, allowing people on the golf course creates additional security concerns for residents, so additional security would need to be put in place, this would be an increased cost. We can’t have people on the course at night because there are no lights on the course or paths.

Let’s also keep in mind that residents that bought on the golf course did so with the understanding that only golfers would be on the golf course. These residents paid a premium for lots on the course knowing there would not be walkers, joggers, dogs, or bicycles traveling behind their homes. Given all these concerns it did not seem appropriate that because of this situation we should now open the course to anyone, violate our rules and regulations, hire more security, and disturb residents in their backyards without due process for their input.

The Board has voted for all these reasons that we will follow our rules and regulations and the golf course will remain closed to all traffic. Hopefully you will understand and be respectful of the people that live on the golf course, that their enjoyment matters as much as the people that want to walk on the course. There are miles of streets and the North Channel area for walking, jogging, dogs, etc.

President’s Message: Governor’s Directive 3-19-20

Good evening residents:

Unfortunately, what we hoped would not come to reality, has come to be. The Governor has issued a statewide stay-at-home order and we must now comply. I am required at this point to take certain action to ensure we follow that order from the Governor, and I don’t take this action lightly. All such actions are in the best interest of everyone, so please take a moment, take a deep breath, and understand this is temporary and we will all get through it. For a little while we will need to close activities so that we ensure the health and safety of our neighbors. It is a small price to pay for everyone’s health and safety. I can think of no better reason to restrict operations but to make sure my neighbors are safe. During this time, if you have questions please ask, we are here to get you all the information possible, but for a little while most activities will be closed.

Effective immediately:

  • all golf operations are suspended till further notice.
  • all Tennis court play is suspended till further notice.
  • all Pickleball court play is suspended till further notice.
  • all Bocce court play is suspended till further notice.
  • all the dog parks are closed till further notice.

Currently the Shadows Restaurant take out service will remain open.

The HOA office is open by appointment only, no walk in traffic. Staff will take phone calls and e-mails to answer all questions.

The Board will be meeting at 9 am to discuss operations going forward. I am sure I might have missed something you want to know. Get back to me with any questions. I will be doing a Podcast after the meeting to fill you in how we will proceed. Given the amount of support and understanding we have had in just a few days, I know we will make this work, and I thank all of you in advance for all your help. The Board will be meeting as needed to answer any questions. I personally want to thank you for your understanding and commitment to helping your neighbors. In this time when so much seems disconcerting, I am overwhelmed with your willingness to put aside our individual motivations and stand tall for the best interest of everyone. Let’s take a moment and be thankful we are here, in such a beautiful place, knowing we will persevere.

It is a privilege to be part of something so perfect as people willing to step up when needed.

President’s Message: Coronavirus Update (March 19)

Good afternoon residents:

Everything is moving along quite nicely considering what we all must do. The Board thanks everyone for their support. I have done another Podcast to briefly answer some questions, so ☞ click here to listen.

The Board is having another meeting tomorrow at 1 pm and we will discuss use of the pools. We will see, but please keep in mind safety must come first, not only for the residents, but also for the staff.

The number of questions has diminished, so I think we are all aware and making every effort to comply with our new life for a few weeks. It will be over soon, and we will get through this, and if there is a place to live, it is right here if we have to limit our activities.

Let’s talk briefly about Shadows Restaurant. We already know that everything we do here at Shadow Hills is subsidized by our monthly dues. Pools, Tennis and Pickleball courts, Golf Course, Landscaping, Security, Lifestyle events, etc. are all subsidized by our monthly dues. We subsidize Shadows Restaurant for about $8 per month per home. That is the difference between the income of the restaurant and the expenses. We pay $8 per month to have the convenience of having Shadows Restaurant available.

Now that Shadows Restaurant is closed to sit down dining, and only open for takeout, we no longer have the same income level. Without this income, our subsidy will have to increase as we continue with this coronavirus directive. It will mean a greater loss to the restaurant because no one can eat in the restaurant at the moment.

One Resident has suggested, and I am now giving you his idea, if we all buy one meal a week from Shadows take out, that will help during this time to increase the income level and help to keep down an increase in the subsidy. In the end we will all have to contribute to the financial losses of this situation.

There is no mandate, only an idea to help keep our staff employed, and to help all of us keep the food subsidy from going up too much. I for one like the idea, so my lovely bride and I will buy a meal at least once a week from Shadows. If you can, please participate and buy one meal a week from Shadows during this time. You won’t have to cook one meal, it will only help yourself, and it will help everyone as we march though this experience.

President’s Message: Golf Course Walking

Good morning residents:

I need to clarify my remarks from yesterday’s podcast. I gave out information for the golf course that you may walk the course. This means only golfers, while playing golf, may walk the course. Many contacted me thinking this meant anyone could now walk the golf course.

My apologies for not being more clear. Only golfers, while playing golf, are allowed on the golf course at any time. This has not changed. We do not allow for walking, jogging, bicycles, dogs, etc. on the golf course at any time.

The walking I was referring to was for someone playing golf. Normally golfers are required to use an electric golf cart on the South Course when they are playing golf. We are currently allowing golfers, while they are playing golf, to walk on the golf course rather than taking an electric golf cart. This will mean they would either carry their own golf clubs or use a hand cart for their golf clubs.

Sorry for the misunderstanding but as far as residents using the golf course for walking nothing has changed. No one, except golfers playing golf, is allowed on the golf course at any time.

President’s Message: Coronavirus Update (March 18)

Good day residents:

Information is certainly moving at lighting speed at the moment. Thanks to everyone for all your help as we paddle through uncharted waters. Good news is we are all in the same rowboat, with plenty of room, so we will make it through the rapids and there will be smooth sailing ahead. Just give it a little time, it will all work out.

We are implementing some changes so be sure to look at the new schedule we just put out. The HOA office will be closed to walk in traffic. You may call or e-mail for questions and information (click here for staff email addresses), but to come into the office you will need to make an appointment. Please just call if you need to come into the office for something like a transponder. We will make sure you get set up with a transponder if you need one.

Another temporary change for playing golf is the use of private golf carts on the course. Normally, private golf carts could only be used if a person bought a trail pass, which is good for one year. We are waiving the requirement temporarily that your cart must have a trail pass in order to use it on the golf course. We want to be sure everyone is in their own cart when playing so that we adhere to the 6’ separation rule. Please bring and use your own golf cart when playing golf so we don’t run out of carts. We don’t want two people in the same cart because they would be closer than 6’ apart. The exception to this rule will be spouses, significant others, domestic partners, etc. that live in the same house. If two of you live in the same house, you may ride in the same cart. We are also allowing people to walk the course during this time.

When playing tennis, pickleball, bocce or any other sport, please do not gather after you are finished playing. The hope in keeping courts open is so that you may play, but when you are done, we don’t want people gathering around. Please go home after you are done playing which helps to maintain the health department’s directive.

Clubhouses will be open so that the business center will still be available for use during certain hours. Be sure to look at the new posted schedule, but other than the business center the Clubhouses are closed. This does mean the Library is closed till further notice.

I have done another Podcast today to answer many of the questions I have been asked recently. Let me know any questions you might have, and I will continue to do such Podcasts if needed, because I am sure if one person has a question so do others.

President’s Message: Coronavirus Update, More Information (March 17)

Good day residents:

I wish to give you more details about the operations going forward as a result of the order from the County. Riverside County has issued an order cancelling all gatherings with 10 or more people, including staff. I have attached the order for everyone to review.

I have also just done a podcast which answers questions about the operations so please click on this link to get more details because I might have missed something in writing this message. If you have additional questions, please let me know because we are planning do more podcasts to help explain how we are proceeding, so I will use the podcast to answer all of your questions.

Given the directive from the county, the Board has cancelled all events, meetings, and programs for all Clubs and Groups until further notice.

All Committee meetings are asked to postpone unless necessary and then limit the meeting to under 10 people and you must stay at least 6 feet apart. There is Skype capability and conference calling so please use whatever is necessary to make sure you keep distance from each other during such meetings.

Keeping in mind that all gatherings need to be less than 10 people, and everyone must be 6 feet apart, the Board has taken the following actions in addition to the other actions already announced:

The Billiards room is closed until further notice.

The gyms have been closed in both Clubhouses until further notice.

All pools and spas are closed until further notice.

The Montecito Café is closed for the season.

Shadows Restaurant is closed for sit down dinning but is open for takeout food from 8am to 6pm.

Movie nights are suspended until further notice.

The Shred It event on 4/20 has been postponed to a future date, TBD.

Padres Baseball Bus Trip has been cancelled.

The Bistro at the Santa Rosa is open.

The Snack Bar at the South Course is open.

Both Golf Courses are open, but all shotgun starts have been suspended. You may walk the South course at this time but please be aware to keep up with the pace of play. The Pro Shop is open but no more than 9 people in the room including staff and each person must be at least 6’ apart.

Tennis, Pickleball, and Bocce courts are open, but all events and programs have been cancelled until further notice. All courts may be reserved by any resident on a first come first serve basis. Until further notice, neither Tennis nor Pickleball Clubs have priority to any of the courts. We need to limit any gathering of people around the courts as a result of an event or program. That is why we have suspended all events and programs.

The open Board meeting on 3/30 has been cancelled.

The Annual meeting will take place on 4/7, but only for the purpose of counting ballots. Please don’t come to this meeting and if more than 10 people attend, we will have to ask some of them to leave the room. The polls will open at 9am and will close at 10am. We will then count the ballots and announce the outcome at about 2pm. This meeting will be recorded so you can watch it on video rather than attending. If you mail in your ballot, please do so by 4/3 to be sure we get the ballot in time. There are ballot boxes in each Clubhouse so you may drop off your ballot there if you like.

I want to thank so many people for your kind words of support, they are appreciated by all of us more than you know. I want to thank the staff and Board for meeting at a moment’s notice to resolve questions as they arise.

I wish you all safe and healthy times ahead, and with everyone’s help we will get through this. Even now it is the best place to live and I am still glad to live in Paradise. Nowhere else would I rather be than here if I must live with certain limitations. We still have it better than anyone else, and for that I am still grateful. Let’s all keep our eye on the ball and remember there are so many others that don’t have anything close to what we have here. It is truly a blessing and very soon the restrictions will all be over, and we will return to the wonderful life of Shadow Hills.
