What controls the lights on each side of the garage. Is it light-sensitive or controled by a timer?

It is light sensitive and will adjust once the daylight requires it.

Follow-up Question:

Thank you for the information. Our good friends just took possession of their home last week. The old owner and the home inspector never put that in his report. One of 1set of lights were out by the garage.

They replaced the lights and they are still out. This means the photosensitive part is out. Who’s responsible for replacing the lamp?

Unfortunately, that is the responsibility of the homeowner.  Lightbulbs can be purchased at the HOA Office, IF that's all you need to replace to fix the problem.
