Why do my two outside lights go on so much earlier than my neighbors lights?

Hello, I was wondering if you know why my two outside lights go on so much earlier than my neighbors lights?? I am new to the community and don’t really understand how these lights are controlled. Thank you!!

The exterior lights by the garage doors are controlled by a photocell. They come on when the photocell detects darkness and turn off when they detect light. Depending on the location of the photocell and whether they are in the direct sunlight or shaded by a tree or neighbor’s house, they may come on at different times, sometimes 30 or more minutes.
