As of this week during the dark winter of the COVID-19 pandemic, more than 500,000 Americans have now died from the virus. That is more Americans who have died in a single year of this pandemic than in World War I, World War II, and the Vietnam War combined. On this solemn occasion, we reflect on their loss and on their loved ones left behind. We, as a Nation, must remember them so we can begin to heal, to unite, and find purpose as one Nation to defeat this pandemic.

In their memory, the First Lady and I will be joined by the Vice President and the Second Gentleman for a moment of silence at the White House this evening. I ask all Americans to join us as we remember the more than 500,000 of our fellow Americans lost to COVID-19 and to observe a moment of silence at sunset. I also hereby order, by the authority vested in me by the Constitution and laws of the United States, that the flag of the United States shall be flown at half-staff at the White House and on all public buildings and grounds, at all military posts and naval stations, and on all naval vessels of the Federal Government in the District of Columbia and throughout the United States and its Territories and possessions until sunset February 26, 2021. I also direct that the flag shall be flown at half-staff for the same period at all United States embassies, legations, consular offices, and other facilities abroad, including all military facilities and naval vessels and stations.

IN WITNESS WHEREOF, I have hereunto set my hand this twenty-second day of February, in the year of our Lord two thousand twenty-one, and of the Independence of the United States of America the two hundred and forty-fifth.

Montecito Driveway Pavement Rehabilitation Project

Project Start Date – January 18, 2021
Project Expected Completion Date – March 11, 2021

  • Tennis Courts, Putting Course, Bocce Courts, and Swimming Pool & Spa will remain open during pavement construction
  • HOA and Lifestyle Office will be available during regular business hours
  • Please follow all detour signs and construction crew instructions

Project Memo

Project Purpose: The Montecito Clubhouse driveway entrances and roundabout stamped concrete was exhibiting numerous structure breaks and was causing a safety hazardous concern for vehicles and pedestrians. The difficulty in repairing this type of concrete structure breaks is removing isolated concrete failures without damaging the concrete adjacent to the failure. This has been demonstrated with earlier isolated repairs of the existing stamped concrete.

Project Assessment: In 2019, the Board approved for an independent Pavement Engineering Consultant to evaluate the problematic driveway stamped concrete. The purpose of the inspection was to evaluate the existing stamped concrete and determine how the problematic concrete conditions can be remediated. The Pavement Engineering Consultant concluded that these types of failures in the stamped concrete and concrete bands will continue, as they age, and it would be financially beneficial to the HOA to remove and replace the pavement.

Construction Cost: The replacement of the stamped concrete is a fully funded Replacement Fund expenditure that was scheduled to be completed in 2020. The construction cost for the project is fully funded from the Replacement Fund and is not part of the 2021 Operating budget.

Sicknick and Howard Liebengood, and all Capitol Police Officers and law enforcement across this great Nation, by the authority vested in me as President of the United States by the Constitution and the laws of the United States of America, I hereby order that the flag of the United States shall be flown at half-staff at the White House and upon all public buildings and grounds, at all military posts and naval stations, and on all naval vessels of the Federal Government in the District of Columbia and throughout the United States and its Territories and possessions until sunset, January 13, 2021.
