Dear Indio Neighbors,

I am happy to report this month that our long-discussed Downtown Specific Plan is in final draft form and available for review on the City’s website. We are hoping that the City’s Planning Commission will review and adopt this plan in February, and that the City Council will be holding a final public hearing in March or April.

Yes, this plan is a long-time coming! I have read some online posts suggesting that people are tired hearing about Downtown plans and wondering when something will finally happen! One post said that there has been plan after plan, but we want restaurants and brew pubs, and housing and nightlife!

Fair enough! We hear you. Let me make the case that there are all sorts of reasons for hope right now:

• The College of the Desert just announced that the Indio campus enrollment for the current semester is more than 6,000 students. That is a population of 6,000 students who mostly drive away from campus after their classes because we have not offered them any Downtown options.
• And what is more, COD is going to build TWO new campus buildings that will bring its enrollment up to more than 10,000 students.
• Meanwhile, in the City’s IPAC Theater, our Desert Theaterworks community theater group is selling out show after show in yet another award-winning season. Hundreds of people come Downtown for these shows regularly, but have only a few options for dining before or after the shows.
• And the Coachella Valley History Museum is building its following with innovative new programs and new on-site exhibits. If you have not been to the history museum lately, you will be impressed with their new energy.
• The beautiful new Loma Linda University Children’s Health - Indio, the newest jewel in our Downtown, is doing so well in serving the kids in our region that they are looking at the possibility of expanding.
• And of course, the California Desert Trial Academy in Downtown Indio will soon be the only law school in Riverside County.
• The John J. Benoit Detention Center is inching its way toward completion. Hundreds of new jobs and thousands of weekly business transactions will be occurring there. This offers an exciting new employment and housing market.
• And only a few blocks away, the owners of the proposed Indio Grand Marketplace (formerly Indio Fashion Mall) are giving us very encouraging reports on their efforts to develop an active family lifestyle/entertainment center.

Downtowns are best defined, I think, as gathering places where the whole community feels ownership. That is why they are great places for museums, theaters, the arts, civic buildings and schools. So with that exciting foundation, we are inviting private investment to bring housing, retail, hospitality and nightlife to bolster those existing uses. And I am happy to report we are doing so with some success!

We already have negotiations underway with two potential developers of mixed use residential projects – one on Oasis Street and the other on Towne Street. These would be multi-story market-rate housing with street level restaurant, entertainment or retail tenants. We are also negotiating with a potential developer of a Downtown hospitality project. Time will tell if these deals move forward, but we are quite sure it is in our near future.

As an economic opportunity, our Downtown is ripe for reinvestment. As they say in the real estate business, our Downtown still has “the bones” to be restored as an “authentic public place” reflecting the cultural history of our community. Over the last few years, the City has acquired most of the property in the core of the Downtown. And with adoption of our General Plan and Downtown Specific Plan, the development community is able to look at a development opportunity ready to go! Stay tuned to this space for updates!

The Indio Senior Center, in partnership with the American Heart Association (AHA) and Desert Oasis Healthcare, began offering a series of blood pressure classes in September 2019 to educate residents on how to improve their heart health as part of the “Desert Communities: Life is Why” initiative. The AHA also unveiled a new blood pressure kiosk at the Indio Senior Center to allow members to check their blood pressure on a regular basis outside of the doctor’s office. The kiosk is free to use and is a great way to monitor blood pressure in a relaxing setting, and offers tips on how to lower high blood pressure risk. High blood pressure is known as the "silent killer" because there are no obvious warning signs and if left uncontrolled it can lead to heart attack, stroke, heart failure and other serious life threats.

The remaining classes will be held from 12:45 to 1:45 pm, in both English and Spanish, on the following dates:

The work will continue through Monday, December 23, 2019, and will occur between the hours of 7:00 am and 5:00 pm, Monday through Saturday. Residents and motorists should expect travel delays, are urged to use alternate routes, and should observe all construction signs and obey road crews.

The project is part of the City’s street maintenance program to restore the appearance of the street pavement while extending its service life and minimizing further deterioration. The work involves grinding the top surface of the street and overlaying it with new asphalt as well as slurry sealing, which is a mixture of asphalt and fine aggregate to repair cracks and surface defects on roads. Some streets will also include the repairs of curbs, gutters, sidewalks, ramps and driveways.

Residents and businesses in work areas will receive a “door hanger notice” with detailed instructions for the scheduled road slurry work. “NO PARKING” signs will be posted 72 hours in advance of scheduled work and there will be no street parking but parking will be available at a reasonable distance away.

The total cost for the project is $3.4 million and is funded by Measure X, which was a voter-approved 1% sales tax increase measure passed by Indio voters in 2016 for infrastructure improvements and public safety. The City was able to secure $420,000 in funding through the federal Community Development Block Grant Program to cover the cost of road improvements in the Sun Gold neighborhood.

Discover Unique Arts and Crafts in the City of Festivals

INDIO, CA (September 12, 2019) – The Friends of the Indio Senior Center (FOISC) will once again be hosting the 2^nd Annual Craft Fair on Friday, November 1, 2019 from 9:00 am to 12:30 pm at the Indio Senior Center located at 45700 Aladdin St., Indio, California 92201. The event is free and open to the public.

The inaugural event last year attracted hundreds of attendees and the FOISC is inviting all artists to join the fair and sell their one-of-a-kind crafts. Many of the seniors at the Indio Senior Center participate in the event and are able to showcase their talents and works of art to friends and the public. Outside vendors are also welcome and are encouraged to reserve a table since space is limited.

“The Indio Senior Center Craft Fair was so successful last year that we had to bring it back again,” said Sylvia Tenorio, President of the Friends of the Indio Senior Center. “There’s an incredible amount of talent in our community that create the most incredible handcrafted products and works of art. I invite everyone to attend and start shopping for the upcoming holiday season.”

The U.S. Postal Service announced Monday that a new Purple Heart Medal Forever stamp will be dedicated and will go on sale nationwide Oct. 4.

A stamp dedication ceremony will be held at INDYPEX, a show for stamp collectors in Indiana.

The Purple Heart is awarded to members of the U.S. military who have been wounded or killed in action. According to the Military Order of the Purple Heart, an organization for combat-wounded veterans, the medal is “the oldest military decoration in the world in present use and the first award made available to a common soldier.”

The Purple Heart Medal 2019 stamp is a redesign that features a purple border matching the purple of the medal and its ribbon.

The Purple Heart Medal 2019 stamp is being issued as a Forever stamp in self-adhesive sheets of 20. “Sequitur” Sculpture of Tall Majestic Creatures to Welcome Visitors to the City of Festivals

INDIO, CA (August 27, 2019) – The City of Indio will install a new public art sculpture entitled Sequitur in the Highway 111 median entryway just east of Jefferson Street and opposite the world-famous Shields Date Garden on Thursday, August 29, 2019. The stainless steel artwork features tall majestic creatures entering the city and beckoning others to follow.

The City of Indio, through the Arts in Public Places program, commissioned Heath Satow to produce the sculptural monument upon recognizing the need to create more public artwork in the community, especially at entryways into the city. Satow is well known for his mastery in mirror polish stainless steel and this will be his inaugural installation in the East Coachella Valley. In 2016, the City’s Public Arts and Historic Preservation Commission selected Satow’s piece through a rigorous process from a field of 90 applicants.

“Heath Satow has created a unique and iconic work of art for the City of Indio,” said Indio Mayor Lupe Ramos Amith. “We are fortunate to have a community that supports public art and I am excited about future art projects we have planned.” The official dedication ceremony is set to take place this October during National Arts and Humanities Month.

Event Keeps Seniors Physically Active and Socially Engaged During Summer Months

INDIO, CA (August 12, 2019) – The Indio Senior Center will host the 11th Annual Senior Pin Pals Valley Wide Wii Bowling Tournament on Friday, August 16, 2019 at 9:00 am

Wii Bowling has brought the senior centers of the Coachella Valley together to compete for trophies and bragging rights. Approximately 150 – 200 seniors from around the Coachella Valley will attend.

Each year the finals are held at one of the participating senior centers to give each senior center equal exposure. Participants this year will include seniors from:

Keep Cool! Protect Your Health When It’s Hot!

County of Riverside Community Action Partnership is coordinating Cool Centers to serve as drop-in sites for vulnerable individuals, seniors, the disabled, and others in need of temporary relief from the heat.

Hot Weather Tips:

• Drink plenty of water. Avoid alcohol and caffeine.
• Wear a wide-brimmed hat, or use an umbrella for shade.
• Wear lightweight, light-colored, loose clothing.
• Slow down—rest in the shade or a cool place when possible.
• Never leave a child, elderly, disabled person, or animal alone in a vehicle.
• Keep shaded areas with fresh water for outdoor animals.
• Turn on your air conditioner.
• Check on friends and neighbors who are elderly, have medical conditions, or are at higher risk for problems when it is very hot.
• If you do not have an air conditioner, use a fan, make sure your windows are open, and visit a cool center.
• Take a cool shower or bath.

Work to Take Place June 26 - August 12, 2019 on Regional, Residential and Industrial Streets

INDIO, CA (June 21, 2019) – The City of Indio will be laying new asphalt on various regional, residential and industrial streets throughout the community from Wednesday, June 26 to Monday, August 12, 2019. Work will consist of grinding the existing roadway and overlaying the roadway with new asphalt pavement. Work will occur between the hours of 6:00 am and 5:00 pm

During construction, there will be traffic control in place with flagging operations restricting traffic flow. Residents and motorists are urged to use alternate routes due to localized delays. Access for emergency vehicles will be unaffected. Construction work is scheduled to be completed by August 12, 2019.

Residents living on streets where work is being done will receive a “door hanger notice” by the contractor with detailed instructions for the scheduled paving work. There will be no street parking on scheduled paving days, and there may be times during construction where access to driveways will not be permitted.

The road improvement work involves grinding the top surface of the street and overlaying it with new asphalt. The project is funded by Measure X, which was a voter-approved 1% sales tax measure passed by Indio voters in 2016 for infrastructure improvements and public safety.

The Indio Climate Action Plan (CAP) is a roadmap for how the City will reduce greenhouse gas emissions.  This CAP quantifies greenhouse gas emissions from the Indio 2040 General Plan, describes the scientific and regulatory context, analyzes strategies and actions within the General Plan to reduce greenhouse gas emissions, and specifies a group of measures to achieve the greenhouse gas targets established by the plan. These measures support a healthy and vibrant community.

Work To Take Place May 8-17, 2019 on Highway 111 Between Jefferson Street and Madison Street

INDIO, CA (May 8, 2019) – The City of Indio’s Public Works Department will slurry seal Highway 111 between Jefferson Street and Madison Street starting Wednesday, May 8 to Friday, May 17, 2019. Work will occur between the hours of 6:00 am and 5:00 pm Residents and motorists are urged to use alternate routes due to localized delays. Access for emergency vehicles will be unaffected. This work is weather dependent and cannot be performed if there is rain forecasted.

The road will be open to traffic at all times and access to businesses will be maintained but may be altered. There will be lane restrictions and some left turn pockets will be temporarily closed. Motorists can expect delays until Friday May 17, 2019.

Slurry seals are a mixture of asphalt and fine aggregate to repair cracks and surface defects on roads. The project is funded by Measure X, which was a voter-approved 1% sales tax increase measure passed by Indio voters in 2016 for infrastructure improvements and public safety.

Springland Corporation, the Applicant , has filed an application consisting of the following entitlements:

1. Environmental Assessment 18-07-541: A Mitigated Negative Declaration with Mitigation and Monitoring Program) to allow the Affresco West ("the Project") and,
2. Tentative Tract Map 18-07-477 {TTM 37447): to subdivide 43.89 acres into 146 single family residential lots, parks, retention ponds, and private streets in a gated community and,
3. Project Master Plan 18-07-62: The Project includes development of a master plan to establish zoning, density, minimum lot size, setbacks, building heights, and land uses as well as design guidelines for architectural themes, common area landscaping , and community walls for Affresco West (the "Project").

The project site is located at the northeast corner of Avenue 40 and Monroe Street (APN: 691-150-008 & 692-101-012 .

Pursuant to the requirements of the California Environmental Quality Act (CEQA), an Initial Study (EA 18-07-541) has been prepared for this Project. No substantial adverse impacts were found that could not be mitigated to a level of less than significant. Therefore, the City prepared a Mitigated Negative Declaration for the Project. The public review period for the Initial study and the Mitigated Negative Declaration for Affresco West began on December 26, 2018 and ended on January 15, 2019.

All interested persons are invited to attend and speak on this matter. Trish Rhay Brings 20 Years of Water System Experience

INDIO, CA (May 7, 2019) – The City of Indio announced the hiring of Patricia “Trish” Rhay as its new General Manager of the Indio Water Authority. Rhay will oversee a department that provides approximately 5.7 billion gallons of water annually to 80,000 businesses and residents within a service area of 38 square miles in the City of Indio.

Rhay brings 20 years of experience in the water/wastewater and public works fields. She worked for the City of Seattle’s Water/Wastewater & Stormwater Division and served the City of Beverly Hills as Assistant Public Works Director in charge of their utility operations. More recently, Rhay worked as Public Works Director for the City of San Bernardino.

“Ms. Rhay brings an impressive track record of working cooperatively with multiple constituencies & partnerships in various capacities throughout California and Washington,” City Manager Mark Scott said. “We are delighted to have her join the Indio team at a time when we are realizing so many positive opportunities.”

Rhay earned a Bachelor’s degree in Civil Engineering from the University of Washington. Her official start date is June 3, 2019.
