Proclamation on Peace Officers Memorial Day and Police Week, 2020

On Peace Officers Memorial Day and during Police Week, we commend the brave men and women of our law enforcement community for continually summoning the courage to fulfill their solemn oath to protect and serve. We also pause to remember all those who have lost their lives and who have suffered permanent disabilities defending their communities and the rule of law, including the heroes we have lost this year to the coronavirus.

Throughout our Nation's history, law enforcement officials have never wavered in the face of crisis or tragedy. During uncertain times, law enforcement officers bravely face challenges and continue to protect the American people. They steadfastly ensure the safety of our communities, providing a much needed sense of security for our citizens, and our country is extremely grateful for their efforts.

My Administration remains committed to ensuring our Nation's Federal, State, local, and tribal law enforcement officers have the resources and support they need to perform their duties safely and effectively. Last October, I was proud to sign an Executive Order to establish the Presidential Commission on Law Enforcement and the Administration of Justice - the first commission on law enforcement in half a century. This Commission identifies ways to reduce crime while simultaneously bringing law enforcement officers and the communities they serve closer together. We have also worked to expand lifesaving programs like the National Blue Alert Network. Thirty-five States have enacted Blue Alert plans, which provide early warnings to law enforcement agencies, the media, and the public by transmitting Blue Alerts to cell phones, television stations, and other devices. These alerts disseminate information on suspects who pose an imminent and credible threat to the safety of our officers, and this network demonstrates how we can work together to provide proactive programs, innovative resources, and cutting-edge technology to support and advance our law enforcement personnel.

We must continue working toward a time when all people respect and understand the important work that law enforcement officers do. Unfortunately, our law enforcement officers do not always receive the respect they deserve. These brave men and women must operate in an environment where their moral and legal authority is constantly being scrutinized, and they undertake the critical yet difficult task of addressing the actions of those affected by addiction, homelessness, and mental illness. Their ability to work well in the face of these and other challenges is extraordinary, and we have incredible appreciation for their public service and selflessness.

On behalf of our grateful Nation, we proudly recognize the more than 900,000 sworn members of law enforcement for their resolve and dedication in the face of dangerous uncertainty. The thoughts and prayers of our Nation are with them and their families, and we will always owe them our appreciation and support.

By a joint resolution approved October 1, 1962, as amended (Public Law 87-726, 76 Stat. 676), and by section 1 of Public Law 105-225 (36 U.S.C. 136-137), the President has been authorized and requested to designate May 15 of each year as "Peace Officers Memorial Day" and the week in which it falls as "Police Week."

NOW, THEREFORE, I, DONALD J. TRUMP, President of the United States of America, do hereby proclaim May 15, 2020, as Peace Officers Memorial Day and May 10 through May 16, 2020, as Police Week. In honor of our hardworking law enforcement officers, Melania and I will light the White House in blue on May 15, 2020. I call upon all Americans to observe Peace Officers Memorial Day and Police Week with appropriate ceremonies and activities. I also call on the Governors of the States and Territories and officials of other areas subject to the jurisdiction of the United States, to direct that the flag be flown at half-staff on Peace Officers Memorial Day. I further encourage all Americans to display the flag from their homes and businesses on that day.

President’s Message: Coronavirus Update – 5/11/20

Good Morning Residents:

The County has issued new guidelines for swimming pool use dated May 6, 2020. I have attached those guidelines. The County has also issued a new Health Orders dated May 9, 2020. I have attached those new Orders effective May 9 for your review.

 

 

In reviewing the swim guidelines, the Board decided that some changes may take place regarding swimming in the three pools.

Swimming pools: The pools will operate a little different beginning May 18. The guidelines allow for more than one person in the pool at a time.

Outdoor Pools: The Board has decided that the Santa Rosa pool and the Montecito outdoor pool will remain the same with only one swimmer at a time. The exception is the new guidelines allow for the occupants of the same household to swim together at the same time. So, when you make a reservation for one of the outdoor pools, occupants of the same household may swim together provided you give both names when you make a reservation. We will need to verify that the two people listed to swim together at the same time are occupants of the same home. All other restrictions will remain the same.

Indoor Pool: Because there are lane lines in the Indoor pool, four people will be allowed to swim in the Indoor pool at the same time, only one person per lane. We will begin taking reservations for the 4 people at the same time in the Indoor pool on Monday 5/11, and allow four people to swim at the same time beginning Monday 5/18. If you like to walk in the pool, you will want to reserve lanes 1 or 2. All other restrictions will remain the same.

Reservations are on a first come first serve basis and you need to call for a reservation.

The new County Orders state the County is rescinding many of the past Orders and will now rely upon the State rules during this time of the โ€˜Stay at Homeโ€™ directive. The Board will be meeting on Tuesday to discuss how this will impact our HOA. We are not sure at this time, so we are checking with legal counsel to discuss our responsibility in implementing the new Orders. Hopefully, we will be back to you by Wednesday with more information.

Currently the following rules are in place. Let me go through the different activities to update you on what is open, what is closed, and what requirements are in place:

Golf: Golf courses are open, and masks are not required outdoors. Masks are required indoors. All other restrictions, including no social gatherings, are still in place according to these guidelines. There are no guests allowed.

Golf Course is closed to all activities except for golfers while playing golf: Per the HOA rules there is no walking, jogging, biking, or dogs allowed on the golf course at any time.

Tennis, Pickleball, Bocce: These activities are open with the same restrictions, including no social gatherings, except masks are not required outdoors. There are no guests allowed.

Stay at Home Order is still in place: This means no guests and no gatherings of any size in any venue. You may not invite over non-essential guests to your home.

Gym: May not open by State and County order.

Fitness Classes: May not happen by State and County order.

Clubhouse Games and Activities: All Clubhouse activities are closed per State Order.

Driving Range, Practice Area, Putting Greens, and Putting Course: These are all closed for use except for golfers that are going to play golf. Golfers may arrive at the area 30 minutes before tee time to use these facilities.

Dog Parks: Dog parks are closed per State Order. This is because the State Order requires all dogs to be 6โ€™ apart at all times.

Basketball Court: Board decided to close the Basketball court to maintain social distancing with other activities in that area.

All clubhouses are closed except for the business Center in the Montecito: Only the business center is open in the Montecito Clubhouse. All other activities are closed.

HOA Office: The HOA office is open by appointment only. You need to call to make an appointment for essential requests. All other requests will be done by mail only.

State Recommendation: โ€œA strong recommendation is made that all persons who are 65 years old or older, have a chronic underlying condition, or have a compromised immune system self-quarantine themselves at homeโ€.

So far, we know of no known case of covid-19 in the complex. We will need to practice the social distancing rules very carefully to help us all avoid this virus. We all need to continue to Stay at Home and not invite any guests into our homes either from inside or outside the complex.

We are part way home, but please stay focused, diligent, and responsible. By keeping our eye on the ball, we will hopefully get through this without a single case of the virus within our community.

Drone Activity on May 3, 2020

A drone surveyor will be on site on Sunday, May 3. A drone will be flown over the Phase I and Phase III North Golf Course perimeter landscape areas. This is to gather information for the 2020 ground cover replacement project. The field measurements will help verify the scale of the areas.

Good Morning Residents:

The County has issued a new order regarding health and safety guidelines that may be implemented effective May 1, 2020. I have attached the two orders from the county for your review. In following these directives, the Board decided that masks are no longer required while outdoors, but you always need to carry one. Masks are required everywhere indoors. Let me go through the different activities to update you on what is open, what is closed, and what requirements are in place.

 

Golf: Golf courses are open, and masks are not required outdoors. Masks are required indoors. Please review the attached procedures when playing golf. All other restrictions are still in place according to these guidelines. There are no guests allowed.

Tennis, Pickleball, Bocce: These activities are open with the same restrictions except masks are not required outdoors. Please review the attached procedures for reserving and playing these sports. There are no guests allowed.

Good Afternoon Residents:

The County has issued a new order regarding health and safety guidelines. I will give more details this afternoon in a Podcast, but effective immediately masks or face coverings are no longer required outdoors. You are required to always have one with you. Masks or face coverings are required everywhere indoors except in your own home or in your own car. Gatherings are still not allowed no matter the size or venue. So, no visitors to your property at all.

More details will be coming this afternoon in the Podcast.

The County is now allowing pools at HOAโ€™s to operate provided extremely strict restrictions are put into place. The Board and staff are working on a plan to open the pools according to the restrictions listed below. I will get back to you within the next couple of days with more information, but if we open pools it will have to be according to the guidelines listed below. We must make the pools ready for use and have staffing available to ensure these guidelines are met. This will take a couple of days of planning in order to implement.

Here are the Restrictions for your review:

Can private pools, like those in a gated housing development or apartment building, remain open?

Yes, private pools, including those in an HOA, apartment complex, hotel, motel, and country club, are permitted to operate for single occupancy only (one swimmer at a time), regardless of size or volume of pool. No gatherings around the pool are permitted, though a parent or guardian should remain with a minor who is swimming at all times to ensure safety.

All outdoor furniture in pool areas must be removed or stacked/chained in such a manner that furniture is rendered unusable. Drinking fountains and showers must remain closed and roped off from use. High touch areas such as handrails, restroom surfaces, light switches, dispensers, faucets, and doorknobs must be sanitized frequently.

Pools shall continue to be maintained in accordance with all County laws and regulations to ensure proper chemicals and safety measures are present. More information on pool safety can be found online at: https://rivcoph.org/coronavirus

As you can see the restrictions limit the use of a pool to only one person at a time with no other people in the area including the deck area. The Board is meeting on Monday and will discuss the new guidelines so see if they can be implemented. If we cannot implement the guidelines, we will not be able to open the pools. I will let you know on Tuesday what, if anything, can be done. If anyone has ideas on how to implement the new guidelines, please let me know before Mondayโ€™s Board meeting.
